The way I would work... I would tightly render the facial likenesses of the actors after the sketches were signed-off on. Once the faces were approved, I would add them to the bodies, so that time was saved, and any corrections didn't necessitate redrawing the entire figures.
Here, Harry and Hermione are astride Buckbeak in different instances. Though Hermione was less than thrilled to fly in the film, any expression of her reluctance would poorly suit the purposes of Marketing. So, her exhilaration makes for a more exciting image on product.
